Center 🌀 Resilience Backbone
The center of the Geo-Resilience Compass does not function as a control unit, but as a connective structure that links all compass directions both semantically and functionally. It creates the conditions for systems to remain coherent, interoperable and capable of learning under uncertainty, regardless of sectoral logics, institutional formats or regional frameworks.
This central layer supports:
- Reflexive decision-making logic that adapts to evolving risks and contextual dynamics
- Adaptive coordination that operates across sectors and enables structural diversity
